Philippine BPS Issues Announcement on “Updating Reference Standards in the BPS Mandatory Product Certification Program”
The Philippine product certification authority, BPS, issued Department Administrative Order (DAO) 22-02 on May 23, 2022, stating that both manufactured and imported products must comply with the newly implemented reference standards.
Since some products under the current BPS mandatory certification program have not adopted the latest Philippine National Standards (PNS), the latest government announcement specifies the following requirements for product standards in certification:
- The latest version or new reference standards used in the BPS mandatory product certification program must be implemented within twenty-four (24) months of issuance, providing all stakeholders sufficient time to adjust and comply with the new requirements, if any.
- For products under the BPS mandatory certification program that were issued with the latest PNS before DAO 22-02 took effect, the new PNS shall be implemented as the reference standard twenty-four (24) months after DAO 22-02 becomes effective.
- Standards adopted in the new DAO and memoranda issued by BPS must be the latest versions of the standards.
- New PS applicants or existing PS license holders may voluntarily use the latest version or new reference standards according to the current certification procedure before the twenty-four (24) month mandatory implementation period.
- BPS-accredited laboratories must complete the accreditation transition to the latest testing standards within twenty-four (24) months after the DAO 22-02 announcement.
Since many Philippine National Standards (PNS) adopt international standards such as ISO, IEC, or ECE, and some products in certification have not yet used the latest PNS versions, the issuance of DAO 22-02 has a significant impact on the following products:
